QWASP's current work does not start from zero. This page traces the verifiable milestones behind it: measurement, adult-education research, public data infrastructure and the move to a modular, secure platform. Every "Verified" item below links to an independent, primary source we checked ourselves; every "In development" item is an approved but not-yet-live next step. Where the evidence does not yet support a specific claim, we say so instead of filling the gap.

Roots
To verifyQWASP's own roots go back to 1997. Formal legal continuity of today's B.V. is not yet confirmed with primary registration documents, so this is stated as “roots” rather than a confirmed incorporation date.
Published in international adult-learning research
VerifiedThe VUB research portal lists the report “Never too old to learn…” as published in Reek by QWASP in 2013: early, independently confirmed visibility in international research on active ageing and senior learning.
Monitor Volwasseneneducatie goes online
VerifiedThe Monitor Volwasseneneducatie website went online in February 2019. Its English domains were registered on 18 February 2019, the same day as its first pages.
Monitor Volwasseneneducatie described as a SaaS platform
QWASP's own documentQWASP's own Data Pro documentation, valid from 1 July 2020, already describes the Monitor Volwasseneneducatie as a SaaS platform combining scientific impact research, a social-inclusion module and privacy-by-design.
First Monitor report delivered
VerifiedThe municipality of Arnhem records that the first measurement report from the “QWasp – Nederlandse monitor volwasseneneducatie” was delivered in early 2020.
Named by Stichting Lezen & Schrijven
VerifiedFor the Gooi en Vechtstreek region, Stichting Lezen & Schrijven states that impact information is gathered “in samenwerking met Qwasp, het monitoringssysteem van Maurice de Greef” (VUB professor of learning effects among low-literate adults).
Included in the CBS data-transfer pilot
VerifiedStatistics Netherlands (CBS) reports that several municipalities work, or want to work, with Qwasp B.V., and that its 2021 pilot specifically examined how data transfer from Qwasp to CBS could take place.
Adopted in 16 of 24 regions
VerifiedECBO's comparative overview of regional programmes finds that 24 regions use a monitoring instrument; 16 of those specifically via “de Nederlandse monitor Volwasseneneducatie (van QWASP/Maurice de Greef).”
Listed in national quality guidance
VerifiedThe national “Handreiking Kwaliteit van volwasseneneducatie” lists Monitor Volwasseneneducatie (Qwasp) as an impact-measurement instrument covering life domains such as work, care, finance and social inclusion.
Research and platform roles formally separated
QWASP's own documentQWASP's own privacy documentation records that, from 1 April 2022, scientific impact research passed to Arteduc, and Maurice de Greef stepped down from his QWASP board role, a transparent separation between research and platform/data-infrastructure.
Most-used monitoring system in a national survey
VerifiedA national survey of municipalities (N=80, October 2022) on which systems they use to monitor participation and effects found: Qwasp 39%, Sociale Impact Monitor (prof. dr. Maurice de Greef) 34%, MATCH 10%. Some municipalities recommended national rollout of Qwasp specifically because of the lack of one standard measurement method.
Kick-offs in eleven regions
QWASP's own documentBetween January 2022 and January 2024 the Monitor started in eleven regions with kick-offs for language partners, including Groot Amsterdam, Drenthe, Midden-Limburg and Rijk van Nijmegen.
Active registration role for municipalities, today
VerifiedQwasp operates the registration module of Monitor Volwasseneneducatie on behalf of Dutch municipalities, an active programme running since 1 January 2025. Qwasp B.V. is listed in Scope Europe's Data Pro Register (Adherence ID 2024SCOPE12004001DATAPRO, active since 5 April 2024).
Modernising the platform: Moodle-based infrastructure
In developmentA new Moodle-based server is being built to gradually take over testing functionality for Monitor Volwasseneneducatie from the current system, continuing the same line: reliable, auditable digital infrastructure for adult-education data.
What this means for new QWASP projects
New QWASP work does not start at zero either. It builds on years of experience with measurement methods, complex data flows, public-sector clients, research, privacy and information security, the same line documented above, applied to Qwasp Audit, Qwasp Education, Qwasp Research and Qwasp Security today.
